The U.S. National Home Price Index rose 3.2 percent in the third quarter of 2013, according to the S & P/Case-Shiller Home Price Indices. In September, the 10- and 20-city composites gained 0.7 percent since August and 13.3 percent since September 2012. While 13 of 20 cities posted higher year-over-year growth rates, 19 cities had lower monthly gains in September than August.

"The National Index is up 11.2% year-over-year, the strongest figure since the boom peaked in 2006. The 10-City and 20-City Composites year-over-year growth at 13.3% was their highest annual numbers since February 2006," David M. Blitzer, Chairman of the Index Committee at S&P Dow Jones Indices, said in a statement.
