For multilayered (or engineered) wood flooring, countervailing duty rates were set at 20.75% for most producers, according to DHA. Two companies, Baroque Timber and Jiangsu Guyu, were given specific rates of 14.09% and 122.92%, respectively. The new rates will be applied retroactively to shipments during the review period dating back to 2017.
For 21 Chinese companies, the new combined duty rate for hardwood plywood is 14.95% (first review antidumping final), plus 23% (first review countervailing duty final), plus 25% (301 tariffs) for a combined rate of about 63%, according DHA. All other Chinese companies will remain subject to 183% antidumping duty rates.
The changes follow a Commerce review requested by Chinese exporters and producers.
Antidumping duties on engineered flooring from China ballooned last year and are in addition to the 25% tariffs on many hardwood flooring products from China.
