Armstrong Files Plan of Reorganization; Delisted from NYSE On Nov. 4, Armstrong World Industries Inc. (AWI) (Lancaster, Pa.) filed a plan of reorganization with the U.S. Bankruptcy Court in Wilmington, Del., in its Chapter 11 reorganization case. The asbestos personal injury claimants' committee, the representative for future asbestos personal injury claimants, and the unsecured creditors' committee support the plan. The plan only will become effective after a vote by various classes of creditors and with the approval of the court. "Armstrong entered into Chapter 11 to use the court-supervised process to resolve its liability for asbestos personal injury claims with finality," says Armstrong Chairman and CEO Michael D. Lockhart. "We believe that the plan we have filed will accomplish that objective while serving fairly and in proper balance the interests of all stakeholders." The plan is posted on a new Web site, www.armstrongplan.com, where additional information will be added as it becomes available. AWI will file a proposed disclosure statement regarding the plan with the Bankruptcy Court, but no date has been set for the required court hearing on the statement. Votes on the plan may not be solicited until the court approves the disclosure statement.
Following AWI's filing of its reorganization plan with the Bankruptcy Court, the New York Stock Exchange (NYSE) suspended trading and pursued delisting of Armstrong Holdings Inc.'s (AHI) common stock and of AWI's 9.75 percent debentures due April 15, 2008 and 7.45 percent senior quarterly interest bonds due Oct. 15, 2038. AHI expects its common stock will be quoted on the OTC (over-the-counter) Bulletin Board (OTCBB) within the next several days. The OTCBB is a regulated quotation service that displays real-time quotes, last-sale prices and volume information in OTC equity securities. In addition, AWI expects that its 9.75 percent debentures and 7.45 percent senior quarterly interest bonds also will be trading on an alternative market in the near future.
On Dec. 6, 2000, AWI filed for voluntary recognition under Chapter 11 of the U.S. Bankruptcy Code as it attempted to resolve litigation stemming from its manufacture of asbestos in the 1960s. Since filing, the company now faces about 600 individual property damage claims alleging more than $852 million in damage related to asbestos-containing flooring.
In other company news, AHI has reported third quarter net sales of $846.0 million compared with $804.9 million in the third quarter of 2001, an increase of 5.1 percent. Increases in wood flooring, building products, resilient flooring and cabinets partially were offset by a decline in textiles and sports flooring.

Overall, new-home sales rose 0.4 percent to a seasonally adjusted annual rate of 1.021 million units in September from an upwardly revised rate of 1.017 million units in August (previously reported as 996,000). The gain was focused mainly in the Northeast. The inventory of homes for sale edged up from a 3.9 months' supply in August to a 4.0 months' supply in September-a historically low number.
