A VOC limit of 100 grams per liter of coating would have been set for flooring products in the proposed changes.

According to the American Coatings Association (ACA), the changes would have presented serious compliance issues for coatings manufacturers, retailers, specifiers and users. The coatings industry lobbied against the changes on the grounds that they differed too much from guidelines in place by the 13-state Ozone Transport Commission (OTC) in the Northeastern U.S.
