Imports of hardwood plywood from China between 2013–2015 have had a “significant impact” on the domestic industry, according to the International Trade Commission’s preliminary report released last week.
Although the ITC’s preliminary findings were made public in December, this is the first time the report is available in full. It includes the ITC’s methodology and rationale used to determine if Chinese hardwood plywood injured U.S industry.
The report stems from a petition filed by the Coalition for Fair Trade of Hardwood Plywood in November that alleged Chinese hardwood plywood was dumped into the U.S. below cost between 2013–2015.
