The court said the Commerce Department used an improper calculation method to determine the flooring’s export price. Commerce had conducted a periodic duty review on multilayered flooring imports from China to the U.S. between December 2012 and November 2013 and determined a duty rate of 13.74%. The duties have since been lowered to 6.55%, and the new valuation could lower them further, according to the report.
Commerce has 60 days beginning March 11 to issue a correction to the duty calculation.
